Vancouver WINTER RISK PROFILE

Vancouver’s Winter Risk Profile — Black Ice, Rain-Snow Transitions & Overnight Refreeze

Vancouver’s winter risk is not defined only by deep snowfall. Rain, wet snow, slush, melting snowbanks, and overnight temperature drops can leave residential sidewalks, entrances, stairs, and parkade ramps wet during the day and icy by morning. These near-freezing conditions create recurring opportunities for black ice and overnight refreeze.

Our snow removal planning, dispatch timing, and salting strategies are built around these real-world differences — not a one-size-fits-all city-wide schedule.

These are not necessarily heavy-snowfall nights. Rain, wet pavement, melting slush, and shaded surfaces can refreeze around residential entrances, walkways, stairwells, and parkade ramps.

FIVE KEY WINTER CONDITIONS IN VANCOUVER

1

Near-Freezing Pavement & Black Ice

Vancouver frequently experiences winter temperatures within the narrow range where wet pavement can freeze overnight. A sidewalk that appears merely damp in the afternoon may become a difficult-to-see black-ice hazard before residents leave in the morning.

Salting timed to forecast and pavement conditions—not visible snowfall alone.

2

freeze-thaw-cycling

Rain-to-Snow & Snow-to-Rain Transitions

Vancouver storms can move between rain, wet snow, and slush as temperatures fluctuate near freezing. Cleared snow can absorb rain, compact under resident foot traffic, and refreeze after temperatures fall.

freez thaw cycling in burnaby zone requiring timely snow plowing and salting services

Snow clearing and salting must remain coordinated through the full weather transition.

3

Snowmelt, Drainage & Overnight Refreeze

Melting snow can move toward drains, curb edges, entrance slopes, and low points before freezing again overnight. The City of Vancouver advises clearing storm drains of snow and debris to help prevent flooding.

sloped terrain in burnaby residential apartment, requiring timely snow removal and de icing service

Drainage routes and refreeze zones require follow-up after the initial clearing.

4

Underground Parkade Ramps

Vehicle tires, tracked snow, and meltwater can introduce moisture around underground parkade transitions. Shaded ramp entries may refreeze even when nearby open sidewalks appear clear.

underground parkade ramp in burnaby residential complex needing professional snow plowing and salting service

Parkade ramps require independent inspection, treatment, and follow-up.

5

Shaded Walkways, Stairs & High-Traffic Entries

High-rise buildings, tree canopy, courtyard walls, and north-facing access routes can limit winter sunlight. Repeated pedestrian traffic can also compact light snowfall into slick surfaces around residential entrances and stairs.

icy stairway in burnaby strata needing salting service

Priority treatment is essential for entries, sidewalks, stairs, and senior-residence access routes.

A Vancouver snow removal plan based only on visible accumulation can miss the ice events that create the greatest resident-access risk.

Only Strata plans snow and ice removal in Vancouver around weather transitions, pavement conditions, drainage, shade, access type, pedestrian traffic, and overnight refreeze—supporting safer residential properties and more proactive winter maintenance.

RESIDENTIAL PROPERTY DENSITY

Vancouver’s Strata & Multi-Unit Residential Landscape

Dense residential living creates complex winter-access responsibilities

Vancouver had 662,248 residents and 305,336 occupied private dwellings in the 2021 Census. With approximately 5,750 residents per square kilometre, Vancouver was Canada’s most densely populated municipality, while its downtown was the country’s most densely populated urban core.

This density places large numbers of residents around shared sidewalks, high-rise entrances, underground parkades, courtyards, stairs, laneways, and internal access routes. For strata councils and property managers, Vancouver residential snow removal is therefore less about clearing large open parking lots and more about protecting compact, high-foot-traffic access areas.

RESIDENTS IN VANCOUVER

305,336 occupied private dwellings

Low-Rise Apartments & Rental Buildings

Neighbourhood-scale access

Low-rise apartment properties often include narrow walkways, exterior stairs, rear lanes, shaded entrances, and limited equipment access requiring detailed sidewalk clearing and de-icing.

High-Rise Apartments & Condo Towers

Dense vertical living

High-rise apartment snow removal requires priority clearing around building entrances, sidewalks, loading access, parkade ramps, and heavily travelled pedestrian routes.

Townhome Strata & Cooperatives

Shared internal routes

Townhome and cooperative properties can include internal roads, shared driveways, private sidewalks, visitor parking, stairs, and multiple resident entrances spread across one site.

Senior Living & Mixed-Use Residential

Priority pedestrian safety

Senior residences and mixed-use strata developments require early clearing around resident entrances, accessible routes, shared sidewalks, loading areas, and street-facing access points.

v2.png

Vancouver is a majority-renter city.

Of Vancouver’s 305,335 households in private dwellings, 54.5% were renter households in 2021. The City reports that renter households are particularly concentrated in higher-density apartment areas including Downtown, Strathcona, Grandview-Woodland, Kitsilano, Fairview, Mount Pleasant, and Marpole. This matters operationally because many snow-removal decisions are coordinated through property managers, building operators, strata councils, housing providers, and rental-property owners rather than individual occupants.

01.png

Only Strata Snow Removal Ensures:

Mapped Residential Routes

Routes are planned around Vancouver’s dense apartment corridors, strata clusters, access limitations, and neighbourhood-specific winter conditions.

Early Pedestrian Access

Crews prioritize entrances, sidewalks, stairs, parkade ramps, and accessible routes before peak resident movement.

Property-Specific Equipment

ATV plows and compact equipment support high-rise, low-rise, townhome, senior-living, and mixed-use residential properties where full-size commercial equipment may not fit.

VANCOUVER BYLAWS & LIABILITY

Vancouver Snow Removal Bylaws & Liability

Who is responsible—and what happens when sidewalks remain icy?

Under Section 76 of Vancouver’s Street and Traffic By-law, property owners and occupants must remove snow and ice from the full width of every adjacent sidewalk by 10:00 AM each day. Corner properties are responsible for sidewalks both in front of and alongside the property.

Request Vancouver Snow Removal Quote

Compliance isn't optional.

It's your responsibility.

10:00 AM Deadline

Snow and ice must be removed from adjacent sidewalks by 10:00 AM every day when snow or freezing conditions affect the sidewalk. The requirement applies to the full sidewalk width.

Full-Width Sidewalk Clearing

Vancouver requires owners and occupants to clear the entire width of the sidewalk corresponding with the property line—not only a narrow walking path. Corner lots must also clear the adjoining side sidewalk.

Private Property Responsibility

The City prioritizes major roads, bus routes, bridges, emergency routes, key pedestrian pathways, and heavily used bike routes. Strata common areas, private walkways, parkade ramps, stairs, courtyards, and internal lanes are not automatically cleared by municipal crews.

Documented Service Proof

Time-stamped photos, GPS records, visit times, treatment notes, and follow-up reports help strata councils and property managers show what winter-maintenance action was taken and when.

Strata councils, property managers, housing providers, and owners remain responsible for areas such as: Adjacent public sidewalks, Building entrances, Internal walkways, Courtyards and stairs, Private roads and lanes, Underground parkade ramps, Loading and visitor-access areas, Accessible residential routes, Meltwater and refreeze-prone surfaces.

Winter Liability Exposure in Vancouver

Winter slip-and-fall claims can create costly exposure even when a strata ultimately defends itself successfully. Legal fees, insurance involvement, council time, and documentation gaps can all become part of the risk.

British Columbia’s Occupiers Liability Act requires an occupier to take reasonable care to ensure that people using the premises are reasonably safe in the circumstances. The duty applies to hazards arising from the condition of the premises or from things done—or not done—on the property.

Only Strata supports Vancouver strata and residential properties with:

Timestamped, photo & GPS-documented service records

$5,000,000 in liability insurance coverage

A perfect 0-claims operational history
