OUR SNOW REMOVAL SERVICES
Residential Snow Clearing, Plowing & Ice Control in Port Moody
Our snow removal services combine vehicle clearing, pedestrian access, and ice treatment within one property plan, allowing the scope to reflect how residents actually move through the site.

Snow Removal & Plowing
Snow plowing for internal roads, drive aisles, parking areas, and shared vehicle access. Equipment is matched to the available space rather than assuming every residential property can accommodate a full-size plow.

WHY PROPERTY MANAGERS & STRATA COUNCILS CHOOSE ONLY STRATA
Built for Port Moody’s Varied Residential Sites
Port Moody’s residential areas include multi-unit development alongside neighbourhoods constrained by pronounced hillside topography. Winter routes therefore need to account for access and site conditions rather than relying on one standard service model.

Residential-Focused Operations

24/7 Weather Monitoring

GPS + Photo Documentation

Strata & Residential Specialists
Our operating model is centred on residential communities where shared access and pedestrian surfaces matter as much as vehicle clearing.

Capacity-Capped Routes
We limit active route commitments so crews retain the time and equipment capacity required when properties need service simultaneously.

Terrain-Aware Planning
Grades, slopes, access points, and higher-risk surfaces are reviewed when establishing the property’s winter service plan.

Compact-Site Equipment
ATV plows, spreaders, and pedestrian equipment allow crews to work where larger machines would be inefficient or unsuitable.

Documented Service
GPS records, timestamped photos, and work notes give managers a clear record of completed visits.

Multi-Visit Response
Longer or changing events can trigger another clearing or ice-control visit rather than assuming one pass resolves every surface.

Controlled routes, terrain-aware planning, and documented residential winter care.

PORT MOODY WINTER CONDITIONS
Port Moody’s Winter Risk Profile — Hillsides, Moisture & Snow Persistence
Port Moody combines a sheltered waterfront with steep, heavily vegetated residential terrain. Its Glenayre climate station recorded considerably more annual precipitation and snowfall than many lower coastal locations, while the City’s current planning framework maps significant steep-slope areas. Together, moisture, grade, elevation, and shade can create markedly different conditions within a short route.
Conditions near the inlet may not reflect what is happening on upper residential streets. Grade, shade, and elevation should influence both timing and follow-up treatment.

Hillside Snow + Refreeze
Upper and shaded surfaces can stay colder longer.

73.4
Near-Freeze Days / Year
Port Moody Glenayre records 73.4 days annually with minimum temperatures of 2°C or colder, creating repeated opportunities for frost, compacted snow, and overnight refreeze.

55.6 cm Annual Snowfall
The Glenayre climate normal records 55.6 cm of annual snowfall, with the greatest average amounts occurring in December and January.

20%+ Steep-Slope Threshold
Port Moody defines steep slopes as grades of 20% or greater over a minimum horizontal distance of 10 metres, with significant elevation changes identified in several hillside neighbourhoods.
FIVE KEY WINTER CONDITIONS IN PORT MOODY
1

Hillside Snow Differences
Port Moody’s residential terrain rises away from Burrard Inlet into upper neighbourhoods. Snow depth and persistence can therefore differ between lower central areas and higher communities during the same weather system.

Check upper routes independently from lower areas.
2

Steep Residential Access
Mapped steep slopes and significant elevation changes are part of Port Moody’s physical geography. Driveways, internal roads, and pedestrian approaches on these grades become particularly sensitive to compacted snow and thin ice.

Protect traction on sloped surfaces early.
3

Heavy Winter Moisture
The Glenayre normal records about 1,969 mm of annual precipitation, reflecting a very wet local climate. During winter, that moisture contributes to wet snow, slush, runoff, and repeated surface changes.

Manage moisture as well as accumulation.
4

Forest Shade
Many Port Moody neighbourhoods sit beside mature forest, ravines, and natural areas. Shaded residential surfaces can dry and melt more slowly than exposed pavement nearby.

Track drainage paths after the primary clearing pass.
5

Refreeze After Clearing
Slush and snowmelt can continue moving downhill after a property has been cleared. Cooling overnight temperatures may then recreate ice on ramps, driveways, stairs, and pedestrian routes.

Follow up where runoff crosses active surfaces.

Port Moody Winter Conditions Change With Terrain
Lower waterfront and upper hillside properties can require different timing and treatment during the same event.

PORT MOODY RESIDENTIAL LANDSCAPE
Port Moody’s Residential Profile — Apartments, Townhomes & Hillside Housing
Port Moody has a genuinely mixed housing stock, with no single residential form defining the entire city.
The 2021 Census counted 13,109 occupied private dwellings in Port Moody. About 39% were apartments, 30% were detached homes, and row housing alone represented nearly 20%. That mix is expected to expand: the City’s 2024 Housing Needs Report identifies a need for approximately 3,063 additional units over five years.

33,535
2021 Population
Port Moody had just over 13,100 occupied private dwellings at the 2021 Census.

Apartment Dwellings
5,105
Units in low- and high-rise apartment buildings across the city.

Attached & Duplex Dwellings
4,055
Row houses, semi-detached homes, and apartments or flats in duplexes.

Single-Detached Dwellings
3,940
Detached housing remains substantial across Port Moody’s established and hillside neighbourhoods.

Occupied Private Dwellings
13,109
Figures represent occupied dwelling units, not individual buildings, strata corporations, developments, or client properties. Categories are grouped from Statistics Canada dwelling data.

These figures are calculated from Statistics Canada’s 2021 structural dwelling counts for Port Moody. This data is meant to demonstrate the important role of residential snow removal services in Port Moody.
The city had 5,105 apartment dwellings, 4,055 attached and duplex-form dwellings, and 3,940 single-detached homes among 13,109 occupied private dwellings. Together, the data reflects Port Moody’s mixed residential form, from denser multi-unit areas near Moody Centre and Inlet Centre to townhome and detached neighbourhoods across its hillside communities.

Only Strata Snow Removal Ensures:

Mixed-Housing Route Planning
Apartments, townhomes, duplex properties, and detached homes create different shared-access and site-layout requirements.

Multi-Unit Access Priority
Denser residential areas concentrate entrances, pedestrian connections, parking, and parkade access within smaller footprints.

Hillside Property Planning
Upper residential communities are treated differently from flatter central properties where grade and access requirements differ.

SNOW & ICE RESPONSIBILITIES
Port Moody Winter Maintenance — Bylaws, Liability & Property Responsibility
Port Moody has two sidewalk-clearing timelines. Ordinary bordering sidewalks must be cleared within 24 hours after the snowfall or storm ends, while designated Priority Pedestrian Routes must be cleared by 10:00 a.m. every day. The bylaw expressly applies to owners and occupiers, including strata properties.

Two Clearing Deadlines
The route classification determines the timing.

Standard Route: 24 Hours
Owners or occupiers must remove accumulated snow or ice from bordering sidewalks within 24 hours after the snowfall or storm event has ended.

Priority Route: 10:00 AM Daily
Properties bordering designated Priority Pedestrian Routes must clear accumulated snow and ice by 10:00 a.m. every day. These routes include sections of St. Johns, Clarke, Ioco, Murray/Guildford, and other high-use corridors.

“Sidewalk” Is Broadly Defined
Port Moody’s bylaw definition includes a walkway, footpath, sidewalk, stairs, ramp, and curb letdowns. That makes the required pedestrian area broader than a conventional flat sidewalk alone.

BC Reasonable-Care Duty
Separate from the municipal deadline, BC law requires reasonable care to keep people using premises reasonably safe. For strata properties, common-property maintenance responsibilities should also be reviewed against the strata’s own registered bylaws.

Port Moody Snow-Clearing Penalties
Requirement
Port Moody rule or guidance

Priority Pedestrian Route
Clear by 10:00 AM every day

Standard bordering sidewalk
Clear within 24 hours after snowfall/storm ends

Responsible parties
Residents, strata corporations and businesses

Sidewalk definition

Standard sidewalk:
$100 full penalty · $20 if paid within 30 days
Priority Pedestrian Route:
$100 first offence
$150 first recurrence
$500 subsequent recurrences during the winter enforcement period
The City may also complete required work at the owner’s expense. Under the bylaw, unpaid City-incurred costs can ultimately be treated as taxes in arrears.

What the City of Port Moody Does — and Doesn’t Do

Port Moody prioritizes major arterial routes, regional connections and school access first, followed by collector and connector roads and access to critical infrastructure. Lower-priority neighbourhood roads are addressed after higher-priority routes have been serviced.
Public Network vs. Adjacent Property
Port Moody maintains roads using three priority levels and maintains specified public pedestrian areas. Sidewalks beside private properties remain the responsibility of residents, strata corporations, and businesses unless they fall within locations specifically maintained by the City.
Private strata roads, parkades, entrances, stairs, parking areas, and internal pedestrian routes remain outside that municipal road-clearing program.

A $100 Ticket Is Only One Layer of Exposure
The more consequential risk is a preventable injury on an unsafe surface. BC’s Occupiers Liability Act imposes a reasonable-care standard, and its independent-contractor provision specifically considers whether the occupier exercised reasonable care in selecting and supervising the contractor.
