Delta's current Snow and Ice Control Policy establishes six road-clearing priority levels. Major municipal routes in Priorities 1–3 receive continuous attention while poor conditions persist.

Delta Snow Removal Bylaws & Liability
Who’s responsible — and why Delta’s residential and commercial snow rules are different.
Delta’s Highways Bylaw requires commercial and industrial owners or occupiers to remove snow, ice, and rubbish from adjoining sidewalks within 24 hours. For residential properties, the City requests assistance clearing bordering sidewalks rather than applying that same commercial/industrial rule. Private-property winter liability remains a separate question under provincial law.

Private strata roads, internal lanes, parkade ramps, private walkways, entrances, parking areas, and other private common-property access points are outside the municipal snow-route program.
Winter Liability Exposure in Delta
For residential strata, municipal snow-ticket requirements and private-premises liability should not be treated as the same thing. BC’s Occupiers Liability Act requires reasonable care in the circumstances to keep people using the premises reasonably safe.
When an independent contractor performs winter maintenance, the Act also makes reasonable selection and supervision relevant. That strengthens the value of clear scopes, site monitoring, timestamps, GPS records, and photo documentation.
