WHY PROPERTY MANAGERS & STRATA COUNCILS CHOOSE ONLY STRATA

Built for Maple Ridge’s Changing Terrain & Residential Growth

Maple Ridge properties can vary significantly in grade, elevation, access width, shade, and neighbourhood layout. Only Strata plans residential winter routes around those site differences instead of treating every property as the same service environment.

Residential-Focused Operations

24/7 Weather Monitoring

GPS + Photo Documentation

Strata & Residential Specialists

Our service model is designed for townhomes, condos, apartments, senior residences, and residential communities where internal roads, pedestrian areas, and resident access all need coordinated attention.

Capacity-Capped Routes

Maple Ridge routes are limited by geography, equipment requirements, and realistic storm capacity so crews are not spread across more properties than they can reliably service.

Terrain-Aware Planning

A lower urban site and a shaded hillside property can behave very differently during the same storm. Route planning accounts for slope, elevation, exposure, and snow persistence.

Equipment Matched to the Site

ATV plows, spreaders, and pedestrian equipment allow crews to work through narrow townhouse lanes, parkade approaches, sidewalks, parking areas, and larger shared road networks.

Documented Service Records

GPS-tracked visits, timestamped photos, and service notes provide strata councils and property managers with a practical record of clearing, salting, and follow-up work.

Multi-Visit Storm Response

Longer Maple Ridge events can require more than one pass. Service plans can include additional plowing, pedestrian clearing, salting, and ice treatment as accumulation and pavement conditions change.

Residential specialization. Terrain-aware dispatch. Documented snow and ice management throughout the storm.

REAL SERVICE. REAL RESULTS.

MAPLE RIDGE WINTER RISK PROFILE

Maple Ridge’s Winter Risk Profile — Hillsides, Snow Persistence & Freeze-Thaw

Maple Ridge combines lower urban neighbourhoods, river-adjacent areas, forested hillsides, and rapidly growing communities farther north and east. The City maintains roughly 500 km of roadway and divides its municipal winter network into seven snow-clearing zones. Silver Valley is officially characterized by forested hillsides, reinforcing why shade, grade, terrain, and snow persistence can vary materially across Maple Ridge during the same storm.

Our Maple Ridge routes are planned around terrain and exposure rather than assuming one city-wide condition — because upper, shaded, and sloped properties can require different timing and more follow-up than lower urban sites.

snow-removal-zones.webp

Uneven Snow Persistence

Lower urban surfaces may begin melting while shaded hillside and forest-edge properties continue holding packed snow, hardpack, and ice.

7

MUNICIPAL SNOW-CLEARING ZONES

Maple Ridge divides its municipal winter network into seven zones containing primary and secondary snow-clearing routes.

The City's own route structure reinforces an important operational reality: Maple Ridge is geographically varied enough that winter response is already organized by zone.

500+ KM

OF MUNICIPAL ROADWAY

Maple Ridge maintains roughly 500 km of roadway. For the 2025–26 winter season, the City reported 7,500 metric tonnes of salt, sand, and brine and a 17-vehicle fleet ready for 24/7 deployment during snow events.

Maple Ridge’s geographic scale and winter road network require substantial planning even at the municipal level.

SAME STORM, DIFFERENT OUTCOME

HANEY / LOWER MAPLE RIDGE

Wet snow & earlier melt

Lower urban pavement can transition toward slush sooner as conditions moderate.

vs

SILVER VALLEY / UPPER AREAS

Longer snow retention

Silver Valley’s officially documented forested hillsides create more shade and a different terrain environment than lower urban areas.

A single Maple Ridge storm can leave largely wet pavement in lower areas while shaded hillside properties continue holding packed snow and ice.

Only Strata operational inference supported by Maple Ridge’s documented terrain differences.

FIVE KEY WINTER CONDITIONS IN MAPLE RIDGE

1

Elevation & Terrain Variation

Maple Ridge moves from flatter western and central residential areas toward increasingly forested and sloped neighbourhoods. The municipal snow network itself is divided into multiple operational zones, including a route specifically covering Rock Ridge and Silver Valley.

black ice risk influenced by ground temperatures in Maple Ridge bc

Dispatch according to zone conditions instead of one city-wide assumption.

2

freeze-thaw-cycling

Forest Shade & Snow Persistence

Silver Valley’s forested hillsides and other tree-covered residential areas receive less direct winter sunlight than exposed urban pavement. Snow and ice can therefore remain on shaded lanes, walkways, and entrances after open areas start recovering.

Recheck shaded roads, walkways, ramps, and side entrances.

3

Sloped Residential Access

Hillside subdivisions introduce grades across townhouse lanes, private roads, driveways, and pedestrian routes. Packed snow becomes more consequential on a slope because both vehicle traction and pedestrian footing deteriorate quickly once accumulation is compressed.

sloped terrain in Maple Ridge residential apartment, requiring timely snow removal and de icing service

Clear and treat grades before repeated traffic creates hardpack.

4

Freeze-Thaw Cycling

Daytime softening can release runoff from snowbanks and landscaped areas onto adjoining pavement before temperatures fall again. Parkade approaches, curbs, walkway transitions, and surfaces below snow-storage areas are particularly sensitive.

Track meltwater movement before the overnight freeze.

5

Multi-Pass Winter Events

Maple Ridge continues working primary municipal routes while snowfall is active before transitioning to secondary routes, demonstrating why longer storms can require repeated operations rather than a single final pass.

Plan for repeat clearing and follow-up ice treatment during prolonged events.

Maple Ridge Requires Zone-Specific Winter Dispatch

A lower urban property and a shaded hillside strata can require very different service timing during the same storm.

ZONE-SPECIFIC PLANNING

Lower and upper routes are monitored separately.

UPPER-ZONE DISPATCH

Higher-risk areas are prioritized as conditions develop.

SLOPE & SHADE RECHECKS

Known snow-persistence areas receive follow-up.

CALIBRATED TREATMENT

High-risk surfaces receive follow-up as temperatures fall.

RESIDENTIAL PROPERTY DENSITY

Maple Ridge’s Residential Landscape — Rapid Growth, Townhomes & Multi-Unit Housing

Maple Ridge is still strongly residential and ground-oriented, but its housing mix is becoming denser as townhomes, apartments, duplexes, and new multi-unit communities expand across the city.

Maple Ridge has grown rapidly, with the City now reporting approximately 106,000 residents and continued housing expansion around transit, the Town Centre, and established residential neighbourhoods. The 2021 Census counted 33,103 occupied private dwellings, including sizeable row-house, apartment, and duplex inventories alongside the city’s traditional detached housing base.

RESIDENTS IN MAPLE RIDGE

The City currently describes Maple Ridge as having “106,000 residents and counting.”

Row-House Dwellings

4,405

Row houses represent 13.3% of Maple Ridge’s occupied housing stock, creating extensive shared lanes, internal roads, visitor areas, sidewalks, and resident access routes.

Apartment Dwellings

5,760

Maple Ridge had 4,760 apartments in buildings under five storeys and another 1,000 in buildings five storeys or taller — a substantial multi-unit winter-service market.

Apartments or Flats in Duplexes

4,375

Apartments or flats in duplexes account for another 13.2% of occupied dwellings, adding smaller shared residential properties that do not always fit traditional condo or townhome categories.

Occupied Private Dwellings

33,103

Maple Ridge combines a large housing base with rapid continued growth; the City's 2024 Housing Needs Report anticipates significant additional housing demand over the next two decades.

Mapped Residential Growth Zones

Routes account for established neighbourhoods as well as expanding townhome, apartment, and higher-density areas around Maple Ridge’s growth corridors.

Access & Terrain Matching.

Equipment planning considers internal-road width, parkade access, property grade, pedestrian routes, and the more complex layouts found in hillside developments.

Multi-Unit Priority Routing

Townhome lanes, apartment entrances, sidewalks, ramps, and shared access areas are prioritized around resident movement rather than treated as generic parking-lot contracts.

Maple Ridge Snow Removal Bylaws & Liability

Maple Ridge Snow Removal Bylaws & Liability

Who’s responsible — and why Maple Ridge’s 10:00 AM deadline matters for residential properties.

Maple Ridge Highway and Traffic Bylaw No. 6704-2009 requires owners or occupiers to clear snow and ice from bordering sidewalks, stairs, ramps, and footpaths, as well as publicly accessible walkways, ramps, and stairs on the property. Required clearing must be completed by 10:00 AM on the day following accumulation.

Request Maple Ridge Snow Removal Quote

10:00 AM is the municipal deadline.

Refreeze, runoff, and new ice can still require attention after initial compliance.

10:00 AM Deadline

Owners and occupiers must complete the required snow and ice clearing by 10:00 AM on the morning following accumulation.

More Than Sidewalks

The bylaw also identifies stairs, ramps, footpaths, and publicly accessible on-property walkways and stairs — not merely the sidewalk at the street.

$150 Standard Penalty

Maple Ridge’s Bylaw Notice schedule lists a $150 standard penalty for failing to remove snow and other debris under section 26.

Proof & Contractor Oversight

BC occupiers-liability law requires reasonable care and expressly considers reasonable contractor selection and supervision when winter maintenance is delegated.

What the City of Maple Ridge Does — and Doesn’t Do

Primary municipal routes prioritize:

  • Emergency-service access

  • Main transit routes

  • High-volume arterial roads

  • Roads and bridges providing sole access to major neighbourhoods

Not the City’s Responsibility

Private strata roads, parkade ramps, internal walkways, building entrances, parking areas, and other privately maintained common-property surfaces remain outside the municipal route program.

security.png

Winter Liability Exposure in Maple Ridge

Meeting the 10:00 AM municipal deadline does not necessarily mean a property cannot develop a new hazard later. BC’s Occupiers Liability Act applies a broader reasonable-care standard to the condition and use of the premises.

That distinction matters during freeze-thaw conditions, when runoff or residual moisture can create new ice after the original clearing visit. The Act also specifically addresses independent-contractor selection and supervision.
