The District of Kent contains Fraser River floodplain, uplands, and mountains, while Harrison Hot Springs sits at the south end of Harrison Lake. This page spans two local jurisdictions, but both currently use the same outer deadline: adjoining sidewalks or public footpaths must be cleared within a reasonable time and no later than noon on the following day. Their enforcement systems, however, are different.

Snow Placement Matters
Kent prohibits piling snow or ice onto highways, sidewalks, or boulevards. Its policy also confirms that private strata developments are not part of the District’s normal snow-control program.
Private Liability Is Separate
Beyond the frontage requirement, BC’s Occupiers Liability Act applies a reasonable-care standard to controlled premises. Standard Bylaw 8 also assigns maintenance of common property and common assets to strata corporations, subject to their registered bylaws.

Bylaw No. 1321 contains a general offence provision of $25 to $500 on summary conviction, and also provides for a $25 voluntary penalty. This is a general bylaw penalty framework, not a guaranteed snow-specific ticket amount.

What the Municipality Does — and Doesn’t Do
Public Roads vs. Private Property
Kent prioritizes public roads and specifically states that it does not normally conduct snow and ice control on private property, including strata developments. Harrison manages its residential street network by priority, while private driveway and entrance clearing remains a property responsibility.
A Municipal Deadline Is Only One Layer of Risk
A resident can encounter hazardous ice on a private ramp, stair, entrance, walkway, or parking surface long before a frontage deadline expires. Civil liability turns on whether reasonable care was taken in the actual circumstances, not simply whether a municipal ticket was avoided.
