West Vancouver places a specific snow-and-ice obligation on owners and occupiers for bordering sidewalks and footpaths. That municipal requirement is separate from the broader BC duty of reasonable care applying to private residential surfaces such as driveways, stairs, walkways, parkades and common-property access.

24-Hour Rule

Bordering sidewalks require timely snow and ice removal.

Clear Within 24 Hours

Owners or occupiers must remove accumulated snow or ice from bordering sidewalks and footpaths within 24 hours after snowfall ends.

Before Snow Exceeds 10 cm

The bylaw also requires clearing before accumulation exceeds 10 centimetres, so a larger event may require action before snowfall has fully stopped.

BC Reasonable-Care Duty

The Occupiers Liability Act requires reasonable care in the circumstances to see that people and their property are reasonably safe while using the premises.

Strata Common Property

BC’s Standard Bylaw 8 assigns maintenance of common property and common assets to the strata corporation, subject to limited-common-property rules and registered strata bylaws.

What the District of West Vancouver Does — and Doesn’t Do

Priority 1 Routes

Bus routes, emergency routes, arterial roads such as Marine Drive, and major collector roads such as 15th Street are cleared first. During prolonged snowfall, these primary routes may be repeatedly plowed to maintain transportation and emergency access.

Priority 2 Routes

School routes and minor collector roads are the second priority once higher-priority routes are in safer operating condition.

Priority 3 Routes

Local residential roads, cul-de-sacs, the Spirit Trail, Seawalk, footpaths and footbridges are addressed after the storm has passed and/or Priority 1 and Priority 2 routes are considered safe and stable.

Private Property & Lanes

District crews do not perform snow-clearing work on private property, so private driveways, strata roads, parkade approaches, parking areas and internal walkways require separate property-level service. The District also states that lanes are not plowed for safety reasons.

Property implication: A cleared municipal road does not mean a West Vancouver strata or residential property is fully accessible; private roads, steep driveways and pedestrian surfaces may still require independent snow removal and ice control.
