GPS + Photo Documentation

Residential Specialists
Crews focus on properties where internal roads, shared entrances, pedestrian routes, and parking access must function together.

Capacity-Capped Routes
Route commitments are limited so winter capacity remains available for the properties already assigned to each service zone.

Neighbourhood-Based Routing
Properties are grouped geographically to reduce unnecessary travel between visits and keep crews concentrated within their assigned operating areas.

Site-Matched Equipment
Equipment selection depends on access width, layout, surface type, and the work required rather than using the same machine everywhere.

Recorded Service Visits
GPS tracking, timestamped photos, and work notes provide straightforward documentation of completed winter service.

Follow-Up Surface Care
When conditions change after clearing, additional ice treatment or another visit can address surfaces that become slippery again.

Efficient residential routing, matched equipment, and accountable winter service.

Port Coquitlam WINTER CONDITIONS
Port Coquitlam’s Winter Risk Profile — River Lowlands, Drainage & Refreeze
Port Coquitlam is shaped by the Fraser, Pitt, and Coquitlam rivers, with extensive low-lying terrain surrounding its residential areas. The City reports that more than 45% of its land lies within river floodplain and notes naturally poor drainage in parts of the lowlands. In winter, those characteristics make water movement and refreeze especially relevant after snow or slush begins melting.
Port Coquitlam’s defining winter issue is often moisture management: snowmelt, pooled water, drainage, and near-freezing temperatures can create ice after the original accumulation is gone.

Lowland Refreeze
Meltwater can become the next ice hazard.

97.7
Near-Freeze Days / Year*
The nearby low-elevation Pitt Meadows ECCC station records 97.7 days annually with minimum temperatures of 2°C or colder. It is used here as the closest complete lowland climate-normal proxy.
The City's own route structure reinforces an important operational reality: Maple Ridge is geographically varied enough that winter response is already organized by zone.

45%+ Within Floodplain
Port Coquitlam’s Official Community Plan states that more than 45% of the city lies within the floodplain of the Coquitlam, Pitt, and Fraser rivers.
38 cm Low-Elevation Snowfall

Three Rivers Border the City
vs
SILVER VALLEY / UPPER AREAS
Longer snow retention
Silver Valley’s officially documented forested hillsides create more shade and a different terrain environment than lower urban areas.
A single Maple Ridge storm can leave largely wet pavement in lower areas while shaded hillside properties continue holding packed snow and ice.
Only Strata operational inference supported by Maple Ridge’s documented terrain differences.
FIVE KEY WINTER CONDITIONS IN PORT COQUITLAM
1

Lowland Near-Freeze Conditions
Port Coquitlam’s own Prairie Road climate station lacks a complete temperature normal, but nearby low-elevation Pitt Meadows data shows frequent winter minimums close to freezing. That supports recurring frost and refreeze risk across the shared lowland setting.

Monitor surfaces even when snowfall is light.
2

Snowmelt & Drainage
The City identifies poor drainage in parts of its lowlands and maintains extensive drainage infrastructure around river and floodplain areas. Meltwater can therefore remain an important surface-management issue after snow clearing.

Keep water moving away from active surfaces.
3

River-Lowland Moisture
Port Coquitlam has two major floodplain zones associated with the Fraser/Pitt rivers and the Coquitlam River. While flooding is a separate hazard, the geography highlights how strongly water and drainage shape the city’s lower terrain.

Recheck low areas where moisture collects.
4

Mary Hill Grade Change
South Port Coquitlam transitions from river lowlands toward the higher ground of Mary Hill. That local terrain change can create different drainage, grade, and traction conditions within the same residential route.

Treat sloped access separately from flat lowlands.
5

Wet Surfaces & Refreeze
Rain, slush, snowmelt, and vehicle traffic can leave pavement wet after visible snow disappears. When temperatures fall, parkade approaches, walkways, parking areas, and shaded pavement may become icy again.

Revisit moisture-prone surfaces as temperatures fall.

Port Coquitlam Winter Risk Continues After the Snow
Its river-lowland setting makes drainage and post-storm surface conditions especially important.

PORT COQUITLAM RESIDENTIAL LANDSCAPE
Port Coquitlam’s Residential Profile — Homes, Townhouses & Multi-Unit Growth
Port Coquitlam’s housing is more ground-oriented than Port Moody or White Rock, but attached and apartment housing now forms a substantial share of the city.
Port Coquitlam had 22,884 occupied private dwellings in 2021. Detached houses accounted for about 37%, while townhouses, duplex forms, and apartments together represented most of the remaining stock. The City’s 2024 Housing Needs Report projects a need for 4,727 additional units over five years, pointing to continued residential intensification.

61,498
2021 Population
Port Coquitlam grew 4.9% from 2016 to 2021 across 29.16 km².

Apartment Dwellings
6,480

Single-Detached Dwellings

The largest single structural housing category in Port Coquitlam.

Occupied Private Dwellings

Figures represent occupied dwelling units, not individual buildings, strata corporations, developments, or Only Strata accounts. Grouped categories use Statistics Canada structural-dwelling data.

Only Strata Snow Removal Ensures:

Ground-Oriented Access Planning
Detached homes, duplexes, and townhomes often depend on driveways, internal lanes, and multiple individual pedestrian approaches.

Shared-Property Coordination
Apartment and townhouse communities require common vehicle and pedestrian areas to be treated as one connected access system.

Growth-Ready Route Planning
Routes are planned with enough geographic structure to accommodate Port Coquitlam’s expanding and increasingly diverse housing stock.

SNOW & ICE RESPONSIBILITIES
Port Coquitlam Winter Maintenance — Bylaws, Liability & Property Responsibility
Port Coquitlam’s current winter guidance tells residents and businesses to clear bordering sidewalks by 10:00 a.m. after snowfall, with a $150 penalty for non-compliance. The City’s posted Boulevard Maintenance Bylaw separately states a 24-hour period after the snow or ice event ends, so prudent property planning should use the stricter current City guidance and verify requirements when contracts are renewed.

PROPERTY RESPONSIBILITY
Target 10:00 AM
Follow current City winter guidance.

Current Guidance: 10:00 AM
The City’s December 2025 winter guidance instructs residents and businesses to clear snow and ice from sidewalks bordering their property by 10:00 a.m. after snowfall.

More Than a Flat Sidewalk
The Boulevard Maintenance Bylaw defines sidewalk broadly to include walkways, stairways, ramps, curb letdowns, and customarily travelled footpaths, including certain unpaved pedestrian edges.

BC Reasonable-Care Duty
Municipal timing is only one part of the risk picture. BC’s Occupiers Liability Act separately requires reasonable care in all the circumstances to keep people reasonably safe while using the premises.

Strata Common Property
Under BC’s Standard Bylaw 8, strata corporations have maintenance responsibilities for common property and common assets, subject to limited-common-property provisions and any valid registered bylaws replacing the standard rules.

Bylaw Notice Penalties

Bridges and bridge sidewalks

Major roads and bus routes

Main streets near major hospitals

Key Pedestrian Connections

Public Roads vs. Private Property
Port Coquitlam clears main and arterial roads, steep hills, and steep school zones first; other routes follow by priority. The City expressly states that it does not offer snow removal on private property.
Strata lanes, private driveways, parkades, parking areas, building entrances, and internal pedestrian routes therefore require separate property-level maintenance.

The $150 Fine Is Not the Full Risk
A municipal ticket is separate from potential civil liability following a slip-and-fall. BC law focuses on whether reasonable care was taken across the premises. Where an independent contractor is engaged, reasonable selection and supervision of that contractor are expressly relevant under section 5 of the Occupiers Liability Act.
General information only; not legal advice. The City’s current public 10:00 a.m. guidance and the posted Boulevard Maintenance Bylaw use different timing language, so property managers should verify the operative requirement with the City when setting contractual deadlines. Strata corporations should also review their registered bylaws and obtain legal or insurance advice where appropriate.
