Mission BYLAWS & LIABILITY

Mission snow removal Bylaws & Liability

Mission property owners and occupiers have a defined morning deadline — but winter responsibility extends beyond the public sidewalk.

Under Mission’s Traffic Regulation Bylaw, owners or occupiers must remove snow and ice from sidewalks, walkways, and walking strips fronting or abutting their property by 10:00 AM following an accumulation, except Christmas Day and New Year’s Day. Mission also confirms that adjacent multi-use pathways must be cleared by 10:00 AM. Meanwhile, most private access areas remain outside the City’s normal snow-clearing program.

Mission requires snow and ice to be removed from applicable frontage by 10:00 AM following accumulation. The bylaw specifically exempts Christmas Day and New Year’s Day from that deadline.

Sidewalks, Walkways & Walking Strips

The legal wording is broader than simply “the sidewalk.” Mission’s bylaw covers sidewalks, walkways and walking strips fronting or abutting the property, while the City separately states adjacent multi-use pathways must also be cleared by 10:00 AM.

Private Access Remains Private

Mission’s snow routes generally do not cover lanes, most sidewalks and stairways, private roads, private driveways, park trails or trail parking lots. That distinction is especially important for strata properties with internal roads, parkades and private pedestrian networks.

A plowed City street does not mean your strata is cleared.

Driveway Windrows Remain the Property’s Responsibility

The Strata Property Act states that, unless the Act provides otherwise, the strata corporation is responsible for managing and maintaining its common property and common assets for the benefit of the owners. Those responsibilities are exercised through the strata council.

Winter Liability Exposure in Mission

Meeting the 10:00 AM bylaw deadline is one compliance requirement — it is not the complete winter-risk picture for a strata property.


BC’s Occupiers Liability Act separately requires an occupier to take reasonable care so people are reasonably safe using the premises. For a strata or managed residential property, that broader premises-level consideration can include private entrances, stairs, internal walkways, parkade approaches and other common-property areas beyond the municipal frontage rule. This is a practical interpretation of the two legal frameworks, not a guarantee of liability outcome.
